A little more perspective
The monument’s operator gives a 120-meter ground-level height. Ibaraki’s tourism guide explicitly identifies the 120-meter dimension as including the pedestal, which matches the full assembly illustrated here.
The lotus and lower platform remain part of the comparison instead of being removed from the image. A statue-only comparison would need to exclude the base from both the measurement and the illustrated boundaries.
